DOR Welcomes New Governor Appointments

The Department of Rehabilitation (DOR) welcomes Governor Newsom appointees Victor Duron, Josefina Ramirez Notsinneh, and Michael Thomas to the Department.

Victor Duron has been named Deputy Director for the Independent Living and Community Access Division. Duron was previously serving as Acting Deputy Director for Independent Living at DOR and was an appointed Strategic Initiatives Office Executive Advisor to DOR from 2018 to 2019.

Josefina Ramirez Notsinneh joins the Office of Legislation and Communications as the Deputy Director. Notsinneh was a Senior Associate of Government Relations at Children Now, a non-partisan advocacy organization dedicated to promoting children’s health and education in California.

Michael Thomas has been appointed Assistant Deputy Director of the Specialized Services Division. Since 2008, Thomas has been a Senior Legal Advocate for the Client Assistance Program at Disability Rights California, a nonprofit agency and the largest disability rights group in the United States.

Governor Newsom re-appointed Joe Xavier, Director; Kelly Hargreaves, Chief Deputy Director; Elena Gomez, Deputy Director of the Specialized Services Division; and Maria Aliferis-Gjerde, Executive Officer of the California Committee on Employment of People with Disabilities. Together, they will continue supporting DOR’s mission to improve the lives of Californians with disabilities.
